Your Identity Strategy Is Built on an Incomplete Assumption

Why legacy identity models break in the age of AI agents and what comes next

Part 1 — Rethinking Identity in the Age of AI and Non-Human Access

The Model That Built Identity Security

For decades, identity security has been built on a simple and largely unchallenged assumption: if you can define identity in a system, you can control it. That assumption gave rise to an entire category of tools designed to model users, assign access, and periodically validate that everything still made sense. Identities came from authoritative systems, access followed predictable patterns, and governance operated on a steady rhythm of provisioning and review.

That model worked because the world it was designed for was relatively stable. Identities were human, access changed slowly, and most activity could be traced back to a known individual operating within defined boundaries. Security, in that context, was about maintaining structure, ensuring that what had been granted remained appropriate over time.

But that foundation is now eroding.

Identity Has Escaped the System

What’s changed isn’t just the number of identities in the enterprise. It’s the nature of identity itself. Today, identities are no longer created exclusively through centralized systems or formal processes. They are spun up continuously across cloud environments, SaaS platforms, developer tools, and increasingly, AI systems. Many of them are never formally registered, never reviewed, and never fully understood. And yet, they act.

This is the critical shift most organizations have not fully internalized: identity is no longer what your systems define. Identity is anything that can authenticate and take action. The moment something can access a system, call an API, retrieve data, or execute a task, it is operating as an identity, regardless of whether it exists in your governance model.

Identity is not what you define. It’s what can act. 

AI agents make this shift impossible to ignore. They are created quickly, often outside traditional security processes, and connected directly to the systems that matter. They don’t just retrieve information; they act on it. They write code, modify infrastructure, interact with customers, and orchestrate workflows. And they do all of this through credentials (tokens, API keys, service accounts, and roles) that give them real power inside the environment.

At that point, the question is no longer what access they have, it’s how that access is actually being used.

The Illusion of Governance

This is where legacy identity approaches begin to break down. They were designed to answer questions about what access has been assigned and whether that access is still appropriate. But they were never built to understand how that access is actually used in practice. They operate on a model of defined identity, not observed behavior.

In a world dominated by AI agents and non-human identities, that distinction becomes everything. Because risk does not live in assigned permissions. It lives in execution.

Every meaningful action in a modern environment happens through a credential. A token invokes an API. A service account queries a database. An AI agent chains together multiple systems to complete a task. 

Credentials are not just a technical detail; they are the mechanism through which identity becomes action. And yet, in most organizations, this layer remains largely opaque. Credentials are stored, rotated, and vaulted, but their usage, the context in which they are used, the scope of their behavior, and whether that behavior aligns with intent, is rarely understood in real time.

Access isn’t risky because it exists. It’s risky because it’s used. This creates a dangerous illusion of control. On paper, access appears governed. In reality, it is dynamic, distributed, and often excessive. Permissions accumulate, usage drifts, and identities begin to operate far beyond their original purpose. Over time, this leads to a familiar condition: access that is unnecessary, persistent, and increasingly invisible.

AI Agents Break the Model Completely

AI agents don’t just expose this gap, they amplify it. Unlike traditional software, they are not deterministic. They are goal-driven systems that interpret objectives and adapt their behavior based on context. Two agents with identical permissions can take entirely different paths depending on what they are trying to accomplish.

To avoid breaking functionality, they are often granted broad access from the start. As they evolve, that access expands, ownership becomes unclear, and the gap between what was intended and what is actually happening grows wider. What starts as a controlled system quickly becomes an opaque one.

At that point, even basic questions become difficult to answer. Who owns this agent? What is it supposed to be doing? What credentials is it using? Why does it have this level of access? When those questions cannot be answered with confidence, governance has already lost its grip on reality. 

This is not a failure of execution. It is a failure of the model itself.

From Static Governance to Continuous Control

The traditional approach to identity is built on governance: define access, assign it, and periodically review it. But governance assumes stability. It assumes that access can be evaluated at discrete points in time and remain valid in between. That assumption does not hold in environments where identities are created dynamically, act continuously, and evolve rapidly.

This becomes especially apparent with non-human identities, where applying human-centric access reviews becomes increasingly difficult to scale and even harder to validate with confidence.

There’s a fundamental gap between what access has been assigned and how it is actually used.

What’s needed is a shift away from static, point-in-time governance toward continuous control, because control is what makes real-time governance possible. Control begins with visibility, not just into what identities exist, but into how they behave. It requires connecting identity to the credentials it uses and the actions those credentials enable. It requires evaluating access continuously, not quarterly, and adapting it in real time based on what is actually happening in the environment.

Most importantly, it requires understanding intent. AI agents are not defined by roles or static permissions. They are defined by purpose. An agent exists to accomplish something, resolve an incident, process data, automate a workflow. That purpose should define the boundaries of its access. Without that context, security becomes guesswork. Permissions are either too broad, introducing risk, or too narrow, breaking functionality.

You can’t secure what an identity has. You have to secure what it’s trying to do.
Intent provides the missing layer that allows access to be scoped precisely and enforced meaningfully.

This isn’t about replacing governance, it’s about redefining it. Traditional governance asks what was approved. Modern governance requires understanding what is happening in real time, and that starts with control.

Identity Becomes the Control Plane 

Because if you can’t see every system it touches, you can’t control what it can do. Identity is the only layer that consistently answers the questions that matter: who is acting, what they are accessing, why they are doing it, and whether that behavior should be allowed.

In an environment where agents are reaching across dozens of systems, identity is no longer just a directory or a governance layer. It is the control plane. Network controls cannot provide that level of granularity. Application controls are too fragmented. Behavioral guardrails are inherently reactive. 

Identity is the only layer that spans everything an agent touches, but only if it is treated as something that is continuously discovered, understood, and enforced.

The Path Forward

The path forward is not about replacing existing identity systems. They still provide critical structure, policy, and auditability, and they remain an important part of the security stack. But they are no longer sufficient on their own in a world defined by dynamic, non-human identities.

Organizations need a complementary approach that operates in the space between defined identity and actual behavior, one that discovers identities wherever they exist, observes how they act, and enforces access dynamically based on intent and real-world usage. This means moving beyond static models and embracing continuous visibility, continuous validation, and continuous control across the full lifecycle of every identity.

Final Take

The shift is already underway. AI agents are being deployed faster than they can be secured, and non-human identities already outnumber humans in most environments. The organizations that succeed will not be the ones that try to force this new reality into legacy models, but the ones that adapt their security approach to match how systems actually operate today.

Because ultimately, security doesn’t come from defining identity. It comes from controlling how identity acts.
